Effective Workplace Safety Programs

As a Safety Professional, I have two major objectives in mind; injury prevention and compliance. It's possible to have few injuries and poor compliance or a lot of injuries and excellent compliance. It takes a concerted effort to have both. This is an area where a lot of companies have difficulty. A company, no matter how large or small, must have an effective workplace safety program with a vision of greatness, commitment and involvement by all to achieve a high level of injury prevention and compliance with federal and state laws and company policy. From a management perspective, which one is more important?

From a personal perspective, injury prevention is more important. A good injury prevention program reduces absenteeism, improves employee morale and ultimately increases the bottom line by increasing production and reducing costs. Employees are the most valuable resource any company has. If an employee gets hurt, it takes valuable time to take care of the injured person, do investigations and complete the paperwork. Production always slows because people come to look or help. If the injured person is disabled, there are workers' compensation costs and reduced production that has a negative impact on profitability.

So, the question is; how do you get a good injury reduction and compliance safety program? There's a lot of help available from OSHA, state governments, and most insurance companies that is free or low cost. A lot of consultants are available and companies like JJ Keller and BLR offer assistance in developing a safety program. Few offer help in implementation and follow-up though. The following steps are things I consider to be essential in the building an effective program:

Effective Workplace Safety Programs

1. Do an evaluation of the company processes, procedures and products to determine which safety standards apply. There is a guide to OSHA requirements at ehso.com/safety.php. It's a free site and easy to use.

2. Conduct a fact finding tour. An audit must be completed, either by a third party or in-house (using a good audit checklist), to determine where you're at. This audit must identify and record hazards and unsafe conditions and practices that lead to injuries and non-compliance situations. The auditor should make recommendations for eliminating hazards and correcting non-compliance issues. It must also include federal and state record keeping requirements. This audit will help in identifying policies and procedures that can be part of the written safety manual.

3. Develop and document a safety vision and establish attainable goals. These steps should involve all stake-holders in the safety process, including upper and lower level manager and supervisor representatives. The vision will provide the direction for the safety program and provide corporate level support for the changes that may occur in the implementation stage of the program. Including managers, supervisors and employee representatives at all levels will help ensure buy in by all employees when the program is implemented and changes are made in the workplace.

4. Write a site specific safety manual. The manual should define the safety program and the policies and procedures that will be implemented in the workplace. If there are multiple locations, write a core manual with attachments that define site specific requirements for each location.

5. Conduct a peer review of the manual, with managers and employee representatives. Incorporating recommended changes that make sense will help ensure that the program is implemented with as little resistance to change as possible. The finished manual should be a fluid document that responds to changes as new products and procedures are introduced in the workplace.

6. Implement the safety program. Provide and document training for all employees on the new policies and procedures. Make sure the employees are aware of the need for changes as well as what the changes in policies and procedures are.

7. Provide follow-up activities to ensure that the new safety program is implemented as intended. Use a 90-day evaluation period to make sure that documentation is being provided to the safety department or human resources. After six months, evaluate the safety program to make sure it is in alignment with the vision and that the goals are being reached. Make any adjustments necessary to the program.

A successful safety and health program will include the steps listed above. It must have the commitment and support of corporate management and should be directed by a person with vision, enthusiasm and a passion for safety. Buy in at all levels is necessary to ensure that behavioral changes are made in the workforce. Employees will "own" the program, work toward the established goals and the business will have fewer injuries, reduced workers compensation costs and enjoy a corresponding increase in production and profitability.

Performance Tune is the highest level, more often referred to as the "race", "top horsepower", "fast", "extreme" setting. It is also not recommended to leave this setting on for long periods of time. Also there should be NO TOWING on this setting. What's The New GM DEXOS Motor Oil All About?

Modern engines are becoming ever harder on the oil that lubricates them. As engines and oil sumps have gotten smaller reducing the volume of oil the engine holds, performance enhancing additions like turbo changing have become common.

Throw in government mandates for constantly improving fuel economy and pollution control, and you have constantly increasing demands placed on motor oil.

What's The New GM DEXOS Motor Oil All About?

API (American Petroleum Institute) has represented the interests of all the oil manufactures and first created oil classification groups in 1947.

Since the "S" and "C" categories were introduced about 1970, API has worked closely with both ASTM (American Society for Testing and Materials) and SAE (Society of Automotive engineers) to stay on top of development of engine oils that meet the needs of changing performance demands.

In 1987 though, the AAM (Alliance of Automobile Manufacturers) told the API they were not happy with the way API went about approving new motor oils. AAM created a new committee called ILSAC (International Lubricants standardization and Approval Committee)

ILSAC is made up of nine OEM's from both North America and Europe and the latest ILSAC standard is called GF-5, an improvement of the former GF-4 mainly aimed at improving motor oil fuel economy benefits and oil robustness and protecting complicated new emissions systems.

As of this writing the API's most recent categories are "SN" and "SN resource conserving" which apply to gasoline powered passenger cars and light trucks.
API "SN" introduced October 1st, 2010 matches ILSAC GF-5 fairly closely.

In 2010 though General Motors introduced its own motor oil specification through the Dexos 1 oil licensing program and consumers driving model year 2011 and newer GM vehicles will have to use a motor oil recommended for Dexos 1 applications.

Dexos 1 has performance features that exceed those requirements of API SN/ ILSAC GF-5 in some areas and are less strict in others.

Dexos 1 requires performance to be enhanced over what API SN/ ILSAC GF-5 requires in the following areas; engine sludge protection, volatility, piston cleanliness, turbo charger protection, resistance to oxidative thickening, wear protection, seal compatibility, and corrosion protection.

Dexos 1 requirements for emissions systems durability, fuel economy and E-85 emulsion retention (use with gasoline containing alcohol) are somewhat less than what API SN/ ILSAC GF-5 require.

The Dexos 1 licensing program requires motor oil manufactures to pay a licensing fee to General Motors to use the Dexos1 approved logo; essentially making the sale and use of Dexos 1 motor oils a profit center for GM and increasing the cost of the oil.

Early on the concept GM had for the Dexos 1 licensing program required motor oil manufactures and end-sellers alike to pay a per-quart fee to GM for every bottle of GM Dexos approved oil sold.

In actual implementation though I believe this has changed to a flat fee per year for manufacturers and end-sellers. Since I'm not privy to GM's decisions and because the Dexos 1 licensing program is still evolving and has changed more than once since its inception only GM and the manufacturers/ end-sellers who have entered the program know the actual fee's that add to the retail price of Dexos 1 motor oil.

While a quite a few motor oil manufactures have started making oil that meets the Dexos 1 specification, at the time of this writing any number of motor oil manufacturers including Valvoline and Amsoil have balked at paying this fee saying it does nothing for the consumer but drive up the cost of the oil and are refusing to join GM's program.

The reality for the consumer is that as long as the motor oil you choose says that it is formulated for the Dexos 1 spec you are covered even if the manufacturer has not purchased the right to use the Dexos 1 approved symbol (paid GM's licensing fee)

Dan Peterson, Amsoil Inc Vice President of Technical Development stated in a recent interview that while each of the specifications outperforms the other in some certain areas that Amsoil has formulated its full synthetic motor oils to exceed the requirements of API SN, ILSAC GF-5 and GM Dexos 1 in all areas.

Currently Amsoil OE and XL, 5W/30 full synthetic motor oils meet and exceed Dexos 1 requirements and Amsoil plans other such products for 2011.

Amsoil Inc. introduced the first full synthetic motor oil to meet American Petroleum Institute requirements in 1972. Today Amsoil is considered the world leader in synthetic motor oils and lubricants.

Definition of SDLC and Its Phases

SDLC stands for Software Development Life Cycle. What is it all about? What are the various phases of it? Why should every client be aware of it? Here is the explanation to all these questions. As the name implies, it is primarily used to provide methodologies to develop computer software. It is a must to be aware of the guidelines and models in order to efficiently develop computer software.

Various phases of SDLC are to be pursued in order to gain a better view of how a project could be handled. The phases of SDLC include requirements gathering and analysis, system designing, development, testing, operations and maintenance.

Requirements gathering and analysis: Under this phase, the project's goal is determined and the functions are brought to focus. Gathering of information and analysis of the user's requirement is also done in this phase.

Definition of SDLC and Its Phases

System design: A sample structure of the entire project is created in this phase and all necessary data are gathered.

Development: Coding of the whole project is done in this phase. Codes are easily generated if proper design is performed in the previous stage. According to the needs of the application, programming language is selected.

System testing: After the generation of codes, testing of all the modules is performed. All modules are integrated together and proper testing tools are selected for error checking.

Operations and maintenance: Under the final stage of SDLC, the developed software is given to the users. Maintenance is necessary after the development of a successful project. It is obvious that changes occur once the project is handed over to the end user. The developers must develop the project in such a way that it is adaptable to those changes. The main operation of the software must not be affected by those changes.

It is necessary for the client to be aware of all the phases of SDLC so that they can get to know about the status of the project under proposal. The client must also be aware of various operations performed under various stages. This would enable them to handle the project with ease. This also helps them to collect good quality products. Only when the clients are aware of the stages of SDLC, they can sort out the problems that arise while using the product. This would thus produce a good quality product.

Raising the Teen Driving Age to 18

This article is designed to raise the concern about teen driving fatalities and what can be done to drastically reduce this alarming statistic. While this article may be sensitive to some readers in certain industries, we would like to raise the question as to what can be done to make our teens better drivers and how to alert others on the road that a new driver is behind the wheel.

Our previous article raised the question of whether the driving age in the country needs to be raised to age 18. With more teen fatalities on the road each year than the amount of deaths reported from 9/11, we must consider changes to our laws governing teen driving. From another perspective one could say that the number of teen deaths on the roads in the U.S. are greater than the number of deaths reported of U.S. soldiers before and after the war in Iraq! Are our roads a war zone?

The National Highway Traffic Safety Administration reported 3,657 drivers aged 15 to 20 years killed in 2003. In 2002, the number killed in the same age range was 3,827. While one would never make light of 9/11, let us consider the amount of energy, government changes, money, war - to name just a few - put forth after 9/11. If only a fraction of this energy had been given to the teen driving problem, perhaps we could have reduced teen driving related deaths in 2002 and 2003 - a staggering total of 7,484.

Raising the Teen Driving Age to 18

"Research in several countries has shown not only that the younger people are when they start to drive the higher the chances of having a serious or fatal crash within the first year of driving, but also that a young person's brain is not fully developed until after the teenage years have passed, and that this, in turn, also reduces a young person's abilities as a safe driver.

Wisdom and any genuine desire to protect young people both undeniably dictate that it is better if teenagers do not start to drive until they are at least 17 or preferably 18 years old.

It is noticeable that if parents can hold back a female for 6 months, so they do not start driving until 17 or 18, then one sees them mature at least 12 months. With males a hold back of about a year equals a maturity increase of about 6 months."

Inexperience, risk taking behavior, and immaturity are cited as primary reasons for these accidents. Increasing the driving age to 18 would not necessarily change all three primary reasons. Therefore, we must consider other possible solutions as well, such as the driving education process itself.

Driver Education Comparison

Comparing our driver education process with other countries is an important step in exploring possible solutions. Using Germany as an example, we were able to obtain the following information directly from the German driving school online at http://www.fahrschule.de

First you must be at least 18 years of age. After you have completed the driver education course and school you are on probation for 2 years. During these 2 years a lesser driving violation would require you to re-take the driver education course. A more serious driving violation would call for your driver's license to be revoked. In either case when your driver's license has been granted once again you will be on probation for 4 years. The driver training course covers almost 28 hours of classroom education followed by 35 hours of driving school on the road to cover varying conditions of day, night and autobahn experience with an instructor.

The above only covers a small portion of the driving laws in Germany. It is evident, however, that the United States does not have these requirements.

How to drive a car?

Teen driver's aside, it is reasonable to suggest that many adults who have had their driver's license for years are not knowledgeable enough on how to drive a car. They may be traffic regulation experienced, but what about actually using the vehicle? During the driver education process we should include how to handle a car under different conditions -- road conditions for rain, snow, ice, what to do if you have to slam on the brakes at higher speeds, sudden unexpected responses requiring split second decisions, how to handle the automatic and manual transmissions - to name just a few.

The primary industries affected by increasing the driving age to 18 are the automotive manufacturers, auto insurance, gas and driving education companies. This basically covers the largest firms within the auto industry.

The automotive manufacturers would only see a delay in purchases by a factor of three years and only for the first three years that the driving age was raised to 18. Most 18 year olds would receive their driver's licenses during the summer after graduating from high school.

The auto insurance companies would hopefully gain revenues by not having to pay out insurance claims due to car accidents created by the 15 - 18 old teens. The National Highway Traffic Safety Administration indicates approximately 300,000 motor vehicle crashes resulting in injuries for this age group per year, which is above the figures for the fatalities mentioned earlier in this article. Therefore, auto insurance industry would have a gain from raising the age limit and not having to pay out 900,000 claims from car accidents over a three year period from age 15 to 18.

Gasoline companies would see a reduction in their revenues with the reduction of gasoline usage. Whether 15 - 18 year old drivers generate a significant impact upon the revenues of gasoline companies is unsubstantiated as of this writing. However, it would be safe to surmise some level of reduction would be apparent. The reduction of emissions would indeed benefit our planet.

Driving schools would see the most significant impact. Short term they would lose business for the first 3 years. Those three years could be used, however, to help provide them support by both State and Federal governments. The amount of financial effort that has been put forth after 9/11 against terrorist continues to question if only a fraction could be used in this effort to help save our teenagers. During these three years, assisting them to prepare courses should be considered. Long term the driving schools would actually fair better as they would have more hours per student to charge.

Affects upon the Family

For parents with new teen drivers with permit licenses going through a state Graduated Driver Licensing (GDL) program, there will be no affect in the initial implementation of changing the driving age to 18. Parents with teens that have their operators license and who have allowed their teens to drive on their own will most likely find themselves having to continue to "chauffeur" their 16 - 18 year old teens to their various activities. While precious time would be encumbered, you can get comfort from the fact that your teen is still alive, your car is not damaged from an auto accident and your insurance has not doubled because of a teen driver on the policy.

What if we do not change the driving age?

I have a philosophy that the difference between utopia and reality is a choice. A choice by an individual or a group to make a change or move in a different direction. The statistics about teen driving require a change. If changing the driving age to 18 is too big of a leap today, then we can take smaller steps to help teens have better education and understand how to drive a car instead of blindly using a deadly weapon.

We need to review what the driving schools are asked to teach the students. The requirements need to include not only traffic safety, but car driving training under differing conditions. The number of hours required behind the wheel should equal the number of hours required for the course, which is currently around 30 hours. Parents would spend more money to achieve this, but the additional cost is insignificant compared to the lives of their loved ones.

Graduated Driver Licensing (GDL) should be a requirement nationwide and include a probationary period for all new drivers to last through age 18. Traffic violations during the probationary period should require re-taking the driver education course -not with adults that are in a defensive driving course, but with other teens. Asking the teen to re-take driver education through the same school they received their initial education would be a consideration. Tracking the teens that re-take driver education and the driving schools they attend would also help understand if there is a driving school that may not be properly educating the teens.

Driving school vehicles are always well marked while students are driving on the main roads. Unfortunately, that requirement does not extend to the family vehicle for new drivers in a GDL program. All family vehicles with a new teen driver should be required to have at least one label on the back of the car while the teen is driving and through age 18.

Bumper stickers are not always practical when a teen is occasionally driving the car and stick-on vinyl to the window does not address night-time driving issues.
